For me, the only reason he is switching his policies, with his polls dropping and Americans lashing out at Democrats, is that he is a man who cannot stop campaigning. Look at his staff and those who he has called in- all people who work to win elections. I'm not sure he quite knows how to govern, or when to stop the campaign. Perhaps it is just his party- they do what they can to stay in power, not do what is right, good, and necessary.
That for me has been his greatest weakness in office.
